Nigeria: Govt Moves to Prevent Repeat of P&ID, AGF Raises Committee to Audit
MOUs On Gas Projects
Abuja The Attorney General of the Federation (AGF) and Minister of
Justice, Lateef Fagbemi (SAN), has inaugurated a committee to audit
agreements or Memorandums of Understanding (MoU) on Accelerated Gas
Development Projects (AGDPs).
The move is part of efforts at preventing a repeat of the nation's most
unpleasant experience in the P&ID case which originated from one of such
AGDPs.
A statement by the Special Assistant to the President on Communication &
Publicity, Office of the Attorney General of the Federation & Minister of
Justice, Mr Kamarudeen Ogundele noted that the committee is chaired by Mr
Olasupo Shasore (SAN).
Other members of the committee are: Mrs. Folashade Alli (SAN); Mr. Tolu
Obamuroh, Olaniwun Ajayi - represented by Muyiwa Balogun; General Counsel &
Company Secretary, NNPC; Secretary & Legal Adviser of NUPRC; Director, Civil
Litigation and Public Law of the ministry, Mrs Memuna Shiru and Director,
Solicitors Department, Mrs Gladys Odegbaru.
"The Committee will keenly review the AGDP agreements with a view to
ensuring avoidance of potential landmines or other forms of liability and
achieving a final closure against predatory investors.
"The committee's assignment will also proper legal and commercial guidance
that will enable the government effectively harness the nation's huge gas
resources in line with the Nigerian Gas Master Plan to promote domestic gas
revolution," the statement said.
The committee has a timeline of three months to deliver on its mandate.
The statement also disclosed that the AGF had earlier inaugurated a
committee for the review of Bilateral Investment Treaties and Nigerian
Investment Promotion Commission Act.
It stated that the inauguration of the committees marked a new chapter in
efforts to promote Nigeria's economic prosperity, strengthen international
partnerships, and remove all potential avenues of liability from moribund or
non-performing agreements.
According to Ogundele, the government by the review exercise was taking a
proactive step to ensure that the nation remains competitive and attractive
to global investors and is not a haven for unscrupulous and predatory
investors.
The minister appreciated members for accepting to serve on the committees
despite their busy schedules and commitments to other interests.
He added: "I thank you for your much anticipated sacrifice and contributions
to the socio-economic and legal development of our dear nation. I encourage
the two committees to work diligently and collaboratively to achieve the set
objectives."
Responding on behalf of the committee, Shashore who noted that the task was
onerous, promised that members will discharge their duties with patriotism.

Nigeria: Why Nigeria Is Participating in Joint Arab-Islamic Summit -

Mr Idris said Nigeria's position is to call for peaceful resolution because
the conflict can never end on the war front.
The Minister of Information and National Orientation, Mohammed Idris, said
Nigeria is participating in the joint Arab-Islamic Summit because of its
proximity and longstanding relationship with the Middle East.
The summit will commence on Monday, 11 November 2024, in Riyadh, Saudi
Arabia.
During the summit, President Tinubu is expected to address the ongoing
Israel-Palestinian conflict, and emphasise Nigeria's call for an immediate
ceasefire and the urgent need for a peaceful resolution.
Mr Idris said Nigeria's position is to call for peaceful resolution because
the conflict can never end on the war front. "We must come to find a
diplomatic solution and this is exactly what we are seeking here," the
minister told journalists in Riyadh.
He said Nigeria is seizing the moment again to participate in the summit and
to lend its voice as an important player on the global stage to ensure that
all countries of the world have a peaceful resolution on the
Israel-Palestine conflict.
Many experts have said a lasting end to the Israeli-Palestinian conflict can
only come through a two-state solution.
Mr Idris said Nigeria has been consistent on its call for a "two-state
solution, Israel and Palestine living side by side in peace and security
within very secure borders for both countries." He said Nigeria "feels like
that is the only way forward; we must go back to the root of the matter."
"Of course this conflict is rooted in the fact that both countries feel that
there is something that they are losing so Nigeria feels that unless this
solution is found and unless there is a diplomatic solution to it, this
conflict may engulf the entire region and in effect it's also, you know, may
engulf including the entire world."
A Hamas attack on Israel on 7 October 2023 escalated the conflict and led to
the death of about 1,200 people while Hamas took about 251 others hostage.
Since then, Israel has besieged Gaza, killing more than 41,000 people,
majority of them children and women.
Israel has vowed to continue its attack on Gaza until Hamas, which governed
Gaza, is eradicated, despite global calls for a ceasefire.
Gaza also faces a dire humanitarian emergency, with a report from an
international authority on hunger warning that "famine was imminent" in
northern Gaza and that escalation of the war could push half of the
territory's 2.3 million people to the brink of starvation.
"Unless there is peace in the Middle East there's no way Nigeria will not
also have issues," Mr Idris said.

Kenya: Gachagua Urges Gen Z to Register As Voters to Define Their Future
Nairobi Former Deputy President Rigathi Gachagua has called on Kenyan
youth, particularly Generation Z, to register as voters to shape their
future through the ballot.
Speaking at the Priesthood Fellowship Church in Kahawa West on Sunday,
Gachagua, who was impeached last month, in a bitter fall out with President
William Ruto, emphasized that the country's future rests in the hands of the
youth and urged calm and civic participation.
Gachagua said voter registration is a tool for empowerment in determining
Kenya's political direction.
He encouraged parents present to advise their children to obtain national
IDs and register as voters, stressing the need for increased political
engagement among the youth to secure the region's influence in national
decisions.
Amid mounting political challenges, Gachagua reassured supporters, saying he
has been in talks with religious leaders, business figures, and
professionals to strategize for the future.
"I'm talking to a lot of people, and when the time is right, I will tell
you. We will share our plans and listen to your input to ensure we never
face similar challenges again," he said, hinting at a potential return to
the political arena.
In June 2024, Kenya saw widespread protests as thousands of young people
took to the streets to oppose a Finance Bill they deemed punitive.
This Bill was eventually withdrawn by President William Ruto after sustained
public pressure.
The protests, however, led to the deaths of over 50 young people, primarily
shot by police, while others remain missing under suspicious circumstances.
Inspector General of Police Douglas Kanja has stated that authorities are
unaware of the missing persons' whereabouts, further deepening concerns over

Liberia: Boakai Seeks Legal Advice On House Infighting
Liberia's President Joseph Nyuma Boakai has suspended the submission of the
draft National Budget for the Fiscal Year (FY-2025) for the second of this
year.
This time, Mr. Boakai has informed the Clerk of the House of Representatives
that the budget suspension is due to a recent court decision in the ongoing
attempts by lawmakers to remove embattled House Speaker Cllr. Jonathan F.
Koffa.
In his communication dated November 8, 2024, to Madam Mildred Siryon, Chief
Clerk of the House of Representatives, President Boakai acknowledged the
court issues involving the Speaker and the majority bloc.
The communication, which is in the possession of the New Dawn Newspaper,
further indicated that in the intervening period, the President was made
aware that the Speaker of the House of Representatives filed a petition for
a Writ of Prohibition before the Supreme Court of Liberia.
It noted that the Speaker had requested the intervention of the High Court
in resolving an impasse in the House of Representatives.
Subsequently, the communication added that the President received a
communication from the Speaker indicating that the majority members in the
House of Representatives had requested certain officials from the Executive
Branch to begin appearing for hearings in the Joint Chambers of the House
rather than before the Speaker.
"In his letter, the Honorable Speaker requested that the President instruct
his officials not to appear before the majority members, stating that doing
so would "undermine the rule of law and set a dangerous precedent for our
governance."
"The Executive Branch also notes that the Justice in Chambers on Wednesday,
November 6, 2024, declined to issue the Writ of Prohibition as prayed for by
the Speaker," the communication narrated.
President Boakai further explained that he regards the evolving situation
with the utmost urgency and is unwavering about upholding the sanctity of
the 'three separate but coordinated branches' of government.
In light of the prevailing circumstances, President Boakai said he is
actively seeking extensive expert advice to ensure a thorough understanding
of the Supreme Court's ruling and its implications.
"The President, therefore, wants me to inform you that the draft National
Budget for FY 2025 will not be presented on the date as previously
requested, pending the conclusion of the various consultations," the
communication stated.
"It is the President's prayer that the honorable members of the House of
Representatives will, in the interest of Liberians, resolve the quagmire in
the shortest possible time," the communication said.

Nigeria-China Trade Volume Hits $15.1bn in 9 Months
The bilateral trade between Nigeria and China reached an all-time high of
$15.1 billion (about N25.7 trillion) between January and September 2024,
with China's imports from Nigeria increasing by 36.1 per cent year-on-year.
The Acting Consul General, Consulate-General of China, Mr Jin Mingyu, who
made this disclosure at the weekend, at a civic reception organised to
welcome the arrival of the first vessel on COSCO's new route to dock at
Lekki Port, revealed that as of September, Lekki Port's 2024 cargo
throughput exceeded 160,000 twenty-foot equivalent units (TEUs), and that
the Chinese government looks forward to seeing more merchant ships
transporting unique Nigerian products to China.
He highlighted that the growth of China-Nigeria trade relies mainly on
collaboration, adding that the Chinese government hopes to see multinational
enterprises working together to facilitate trade, build a modern port and
logistics network in Nigeria, as well as share access to the vast Chinese
market, and realise the benefits of development.
He stated that both countries can seize the historic opportunity that
globalisation offers to developing countries worldwide.
"The arrival of EA CENTAURUS marks a new breakthrough for Lekki Port in
international shipping and will inject fresh momentum into Nigeria's
economic development, expanding the boundaries of cooperation between China
and Nigeria in various sectors.
"It is a landmark project for Chinese companies in investment, and
construction, as well as a successful model of multinational cooperation for
shared success in Nigeria. COSCO, a global leader in the shipping and
logistics industry, has launched a new route in partnership with Lekki Port,
symbolising further breakthroughs in China-Nigeria collaboration in port
construction and operation.
"In 2023, bilateral trade between China and Nigeria reached $22.56 billion,
with Nigeria ranking as China's third-largest trading partner in Africa.
"From January to September 2024, China-Nigeria trade volume totaled $15.1
billion, with China's imports from Nigeria increasing by 36.1 per cent
year-on-year."

Set to Expand By 2030, IMF Warns
In a post on its social media, the International Monetary Fund (IMF)
underscored the critical need for sub-Saharan Africa to create up to 15
million jobs annually by 2030.
According to the IMF's latest Regional Economic Outlook for Sub-Saharan
Africa, half of the global increase in the labor force within this period
will originate from the region, necessitating significant investment in job
creation, workforce training, and infrastructure development to accommodate
the expanding population.
The report highlights that while sub-Saharan Africa holds immense potential
with its youthful population, the region faces substantial challenges in
translating this demographic growth into economic prosperity.
Creating quality jobs is essential not only for economic stability but also
for social cohesion, as a large number of young people without employment
opportunities could lead to increased socioeconomic pressures.
However, the IMF warns that achieving the ambitious target of 15 million
jobs per year will require tackling numerous obstacles, such as limited
access to finance, inadequate infrastructure, political instability, and the
need for policy reforms that can drive private sector investment.
Infrastructure investments, digital economy expansion, and enhancing
educational outcomes are among the recommended steps to enable job growth
and economic diversification.

Nigeria: Govt Urged to Rejig Economic Policies to Alleviate Hardship
The Federal Government has been urged to reform its economic policies and
implement practical measures to reduce the high cost of living and alleviate
the hardship faced by Nigerians.
This call was made by the Traditional Chiefs Council (Akugbene-Mein) in
Bomadi Local Government Area, Delta State, in a six-point communiqué issued
after a council meeting presided over by Pere S.P. Luke Kalanama VIII, the
Traditional Ruler of Akugbene-Mein Kingdom and first vice chairman of the
Delta State Traditional Rulers Council.
The communiqué stated, "We decry the rising cost of living in the country
and urge the Federal Authorities to introduce workable economic policies
that can reverse the current situation and restore the nation to a path of
sustainable economic growth and development."
The Council, in a statement issued by Palace Secretary Deinyou Anthony, also
voiced concerns about the increasing loss of lives and property due to
terrorist activities. They called on President Bola Ahmed Tinubu to
undertake comprehensive reforms in the nation's security architecture to
address the insecurity plaguing the country.
Further, the Council expressed sadness over the destructive impact of
flooding on farmlands and property in coastal communities, urging the
Federal Government to take immediate and lasting action to resolve the
recurring flood crises.
The Council also praised Delta State Governor Rt. Hon. Sheriff Oborevwori
for establishing the Directorate of Riverine Infrastructure Development
(DRID) to tackle underdevelopment in riverine areas. "We are very pleased
with the Delta State Government's decision to create the DRID, which
specifically focuses on improving infrastructure in riverine communities. We
believe this initiative will bring significant progress," they said.
The Council reaffirmed its unwavering support for Governor Oborevwori's
administration and commended Bomadi Local Government Area Chairman Roland
Andaye for his impactful leadership, encouraging him to remain focused on

Addis Ababa Prime Minister Abiy Ahmed has today inaugurated 'Beynouna
Village' built around Lake Beseka.
'Beynouna Village' is located on the shores of Lake Beseka featuring
state-of-the-art bedrooms, a lounge, a cinema Hall, various amusement
facilities, a spa, as well as orchards and other developments of the Bounty
of Basket initiative.
The construction of the village combines traditional architecture with
modern construction, and it is a popular destination that has created more
tourism potential for the area.
Prime Minister Abiy said on the inaugural ceremony that the area where
Beynouna Village is located has a very difficult climate and landscape;
however, he stated that it was possible to realize this stunning village by
coping with these challenges.
Beynouna Village stands as a testament to the belief that anything is
possible, the premier underscored.
He said that apart from entertainment facilities, the village also includes
fruit cultivation and the development endeavors of Bounty of the Basket
Initiative, where important lesson can be drawn to link agriculture with

The cultivation of oranges, lemons, papaya, mangoes, as well as livestock
development of chickens, camels, cattle and goats is being carried out in

Sudan: Central Bank of Sudan Issues New 1,000 Pound Note
Khartoum / Port Sudan The Central Bank of Sudan (CBoS) yesterday announced
the issuance of a new banknote of SDG1,000 as part of the bank's efforts to
modernise the currency and improve the security standards used in printing
money, which contributes to combating counterfeiting and enhancing
confidence in the national currency.
The Central Bank said in a press statement that it is within the framework
of the bank's responsibilities to protect the national currency, stabilise
its exchange rate, and help achieve economic stability.
The CBoS further should address the negative effects of the ongoing war in
the country. It laments the widespread plundering by what it calls the
"rebel militia" of the headquarters of the Central Bank of Sudan and the
Sudan Currency Printing Company in Khartoum. "This resulted in the spread of
large quantities of banknotes of unknown origin and not conforming to
technical specifications in the SDG1,000 and SDG500 denominations, which has
led to a clear increase in the level of cash liquidity and a negative impact
on the stability of the general price level," the bank says.
The Central Bank confirmed that the old banknotes will remain valid, and the
process of replacing them will be carried out gradually according to a
timetable that will be announced later, in order to facilitate the
transition process without affecting the transactions of individuals and
institutions.
Commercial banks have been directed to facilitate, in accordance with the
bank's announcement, the process of opening accounts for people who do not
have bank accounts, to enable them to deposit old SDG1,000 banknotes and
other banknotes, to benefit from banking services, including electronic
payment services.
The Arabic language obverse of the new banknote depicts Port Sudan, the
grain silo, gold bullion, the number 1,000 in true Arabic numerals at the
top left and bottom right, and the date of issue, June 2024. The reverse
depicts an image of the CBoS headquarters, "One Thousand Sudanese Pounds" in
English, and the amount in standardised Arabic numerals.
The CBoS carries a number of advanced security specifications and marks,
which include a moving security strip that appears clearly when the note is
tilted.
"This note carries the specifications and security marks related to the
dimensions of the note at 158 by 70 mm. The basic colours of the note are
shades of yellow and green... the watermark shows a full-fledged falcon,'
the announcement reads.
Current SDG1,000 note
The current SDG1,000 note was issued in June 2022 amidst rising inflation in
Sudan. Until that time, SDG500 was the highest denomination in circulation.
The socioeconomic detritus of the 30-year Al Bashir dictatorship, who has
also been charged for currency offences, left Sudan's economy in ruins, with
the value of the Sudanese Pound (SDG) at all-time lows against international
currencies.
In its dying throes, the Al Bashir regime desperately ordered the printing
of new currency denominations of SDG100, SDG200, and SDG500 by the Central
Bank of Sudan in an attempt to solve the chronic public and commercial
liquidity crisis.
In the years after, concerns about the rising inflation grew, strengthened
by Sudan's importing of most basic needs, the budget deficit, and the
dramatic increase in salaries financed through the printing of banknotes,
which led to a further devaluation of the Pound.
Recently, the Sudanese Pound plunged even further, and the US Dollar traded
for SDG550 on the parallel forex market. United Nations reports indicate
that the value of the local currency has decreased 20 times (2,000 per cent)
during the past five years.
Liquidity crisis
Since the start of the current hostilities in 2023, Sudan has suffered a
severe cash shortage, with ordinary people feeling the pinch of the
liquidity crisis. Observers attribute these issues to the suspension of
banking services in areas controlled by the RSF. In contrast, areas under
the control of the Sudanese Armed Forces, including the administrative
capital Port Sudan, are experiencing relatively better financial conditions
due to more stable banking operations services.
While the Central bank of Sudan quotes a middle rate of SDG448.73 against
the US Dollar, and respected international currency conversion site xe.com
consistently quotes SDG598.91 against the greenback, the effective exchange
rate on the parallel market - up to four times the official rate - can
fluctuate quickly and change daily.
Before the war, the US Dollar exchange rate in the parallel market stood at
SDG60. Over the past months, the Sudanese Pound's value has plummeted by
more than 350 per cent, leading to soaring prices for commodities,
especially fuel.

Africa's Pursuit of Cost-Effective Community Health Worker Services
Fifteen service categories, comprising a total of 110 interventions, have
been identified in Africa as priorities for delivery through Community
Health Workers. Now, health economists are analyzing the cost of each
package to determine how it can transform health outcomes across the
continent.
The Health Economics and Financing Division, along with the Division of
Community Health Systems at Africa CDC's Centre for Primary Health Care
(PHC), is leading efforts to develop an efficient Community Health Worker
package that delivers significant economic benefits. By evaluating the
cost-effectiveness of prioritized services, they aim to ensure the best
possible value for investment.
Beyond defining a cost-effective package, these findings will support the
Health Economics and Financing Division and the Division of Community Health
Systems at PHC in building a comprehensive investment case to demonstrate
the financial benefits of Community Health Worker programs for African
countries.
"By developing a list of cost-effective services offered by Community Health
Workers, African countries will achieve better value when delivering health
services to their populations," said Dr. Docrat Sumaiyah, Acting Head of the
Health Economics and Financing Division at Africa CDC.
>From August 21-23, 2024, Africa CDC hosted a workshop in Accra, Ghana, with
representatives from government agencies, healthcare providers, and
community organizations across 21 African Union member states. This
gathering focused on establishing a Community Health Worker service package
tailored for Africa. They reached a consensus on Community Health Worker
interventions for consideration, providing a strong foundation for further
cost-effectiveness analysis.
Community Health Workers are the cornerstone of primary health care systems,
serving as the critical link between communities and formal healthcare
structures. All too often, these underappreciated health workers are the
first point of contact for those seeking medical care in Africa. Recognizing
their vital role, the African Union (AU) has committed to deploying two
million Community Health Workers across member states.
However, the success of the AU's plan depends on more than numbers. The real
challenge lies in equipping these health workers with a standardized,
cost-effective support package to enhance their efficiency.
While Community Health Worker programs across countries share similar goals,
there are differences in implementation approaches, including program scope,
design, maturity level, intervention package, pre-training education
requirements, curriculum content, training duration, and support systems.
At the workshop, participants discussed potential systemic changes, though
these were not the primary focus. Discussions included policy, strategy,
curriculum, operational planning, financing, political support, governance,
coordination mechanisms, and intersectoral collaboration, as well as
infrastructure, mobile clinics for remote areas, and ongoing capacity
building.
Seven Community Health Worker service categories were prioritized at the
workshop. Health promotion services include Sexual and Reproductive Health,
Pregnancy and Delivery, Child Health, Water, Hygiene, and Sanitation, and
Non-Communicable Diseases and Mental Health. Disease prevention covers
family planning, pregnancy, delivery, child health, and vaccinations.
Screening services will address malnutrition, eye disease, dental disease,
skin conditions, diabetes, hypertension, and STIs. Testing for pregnancy,
malaria, and HIV was also highlighted. Additionally, curative services,
referral services, Community-Based Surveillance, and palliative care are on
the priority list.
"Demonstrating the cost-effectiveness of a Community Health Worker package
is essential for securing support from governments and international
partners," said Dr. Sumaiyah. "Collaboration and expertise from all partners
are essential to build a compelling investment case for Community Health
Workers," added Dr. James Guwani, Coordinator for the Division of Community
Health and Integration of Service Delivery at Africa CDC.

Africa: A New Digital Health Platform for Africa
As the use of digital tools for effective healthcare delivery gradually
takes foothold in Africa, the Africa CDC has unveiled a new platform that
caters for differing needs in technology, including access, cost and
infrastructure to member states.
The digital exchange platform named "The Africa HealthTech Marketplace which
showcases targeted, accessible digital health solutions was launched on 29
October in Kigali, Rwanda, on the sidelines of the Africa Health-Tech Summit
2024, as a collaborative effort between African CDC and the Digital Impact
Alliance (DIAL).
A healthcare void engulfs Africa. 600 million people, deprived of basic
medical services, face dire consequences. Public health falters, economies
stagnate, and social inequalities deepen. This crisis, far-reaching in its
impact, demands urgent attention and innovative solutions to heal a
continent in need. The shortfall stems from several issues. These include a
lack of healthcare facilities, too few trained workers, and vast rural areas
without health services. Many African nations have fewer than two healthcare
workers per 1,000 people. This is well below the global standard. As a
result, millions struggle to access doctors, nurses, or clinics.
"The Africa HealthTech Marketplace is a game-changer for healthcare in
Africa. By offering a platform that showcases local, scalable solutions, we
are empowering healthcare providers across the continent to access the tools
they need to improve health outcomes, said H.E. Dr Jean Kaseya, Africa CDC
Director General in his keynote address during the launch.
The platform provides an opportunity for government technologists,
policymakers, and health professionals to navigate, evaluate and implement
the right solutions for their respective communities. It simplifies digital
transformation by cataloging online tools, products and resources from
trusted sources. These resources are used by governments, development actors
and policy decision-makers to improve health outcomes.
"Showcasing a variety of locally designed, scalable digital health
solutions, we created the Marketplace to make it easier for governments,
health providers, and development organizations to implement the right
solutions for their communities," said Dr Jean Philbert Nsengimana, Chief
Digital Advisor at Africa CDC.
Africa CDC through its Digital Transformation Strategy launched in 2023, has
developed an agile, adaptable, and fit for purpose platform for all African
health stakeholders that responds to their unique digital transformation
journeys.
"With the online marketplace, access to technology is easier and more
reliable. Helping community innovators and changemakers to provide the
services that people need to live healthy. It's our hope that this will
become a vibrant community that provides insights into these digital tools
and their usage," said Diana Sang, Africa Director at Digital Impact
Alliance.
"Our vision is to bridge the gap between innovation and implementation,"
Sang said adding the Africa HealthTech Marketplace will not only enhance
visibility for African innovators but also ensure that healthcare providers
can easily find and integrate trusted digital health solutions."
DIAL bridges worlds, linking governments and changemakers to digital
transformation's vital resources. As ecosystem architects, they distill
complex knowledge into actionable insights. Their role? Empowering
decision-makers with essential tools for impactful digital evolution in
development spheres.
The HealthTech Marketplace showcases vetted digital health solutions,
focusing on innovations from African startups, enhancing visibility, and
facilitating more informed procurement decisions. Building a community of
users that will engage and interact on the platform, the marketplace offers
a space for providing comments, questions and feedback and suggestions about
digital solutions.
"We want to build partnerships with stakeholders who are invested in the
African health ecosystem, so this work can continue to grow and expand
across the continent. This marketplace can be a key piece of the African
digital health ecosystem, said Dr Nsengimana, Chief Digital Advisor at
Africa CDC. "I'm confident the Marketplace can drive meaningful development
and collaboration across the African HealthTech Sector," said Nsengimana
adding, "This much-needed platform provides local innovators greater
visibility for the incredible work they're doing, and, most importantly, it
fills a critical gap for the 600 million- plus people across Africa who lack
access to basic medical care."

South Africa: Lebombo Border Open for Cargo
The Border Management Authority (BMA) has announced that cargo operations at
the Lebombo Border Post have resumed following a closure of the port last
week.
The border post was closed following protests owing to political tensions in
Mozambique, which have culminated in reports of vehicles being burnt on the
Mozambican side of the border.
BMA Commissioner, Dr Michael Masiapato, said this will clear the path for a
full reopening of that port.
"We are pleased to announce that the Mozambican systems have been restored,
with processing activities resuming at the KM 4 checkpoint on the Mozambican
side.
"This development paves the way for the full reopening of the port and
enables the BMA and SARS teams to work diligently in clearing the current
cargo backlog," he said.
The BMA said in a statement that it is working in partnership with the South
African Revenue Service (SARS) to clear the cargo backlog.
"The port is now open for cargo movement after the Mozambican authorities
managed to address challenges with their systems to facilitate processing
through the Ressano Garcia port of entry into Mozambique.
"The initial reopening of the port was to manage the movement of persons but
this morning, the Mozambican authorities worked tirelessly to address cargo
systems for smooth border processing," the BMA said.
Travelers have been warned to "remain cautious and stay informed of travel
updates when planning trips to Mozambique".
"The BMA and SARS will continue to monitor the situation closely, ensuring
smooth and secure port of entry operations for the benefit of all South
African citizens and the broader trade community," the BMA said.

Kenya: A Groundbreaking Bioherbicide Takes a Bite Out of Kenya's Hunger
Farmers are seeing bumper harvests thanks to WFP's collaboration with a
local social enterprise
When Catherine Wanjala woke up in the morning and saw the little purple
flowers in her maize field in western Kenya, it would break her heart. The
sprinkling of pretty blossoms was a terrible omen; her field was riddled
with witchweed, a parasitic plant that attaches to the roots of crops like
maize and sorghum, starving them of nutrients.
"Seeing my plants shrivel up and turn yellow would make me cry," says
Wanjala, recalling the time two years ago when the plant wreaked havoc and
decimated the family's income.
Wanjala is hardly the only farmer grappling with witchweed's curse. Across
sub-Saharan Africa, the plant known scientifically as striga hermonthica
causes an estimated US$7-14 billion of damage yearly, wiping out harvests
and hitting the livelihoods of more than 100 million people.
Now, thousands like Wanjala are fighting back - with an environmentally
friendly fungal bioherbicide that's gaining ground in Kenya - and soon
elsewhere in eastern Africa, with support from the World Food Programme
(WFP).
Produced by Kenya-based social enterprise Toothpick, it uses locally sourced
fungal spores and counts among just a few bioherbicides being commercialized
in the world. Unlike a chemical herbicide, the spores target witchweed and
are unlikely to cause harm to other plants or humans, making the treatment
both safer and more effective.
Farmers coat their seeds with the product before planting. For a cost of
just 2,000 Kenyan shillings (US$15.50) per acre, the bioherbicide can boost
maize yields by up to 60 percent.
"It's one thing to have an amazing bioherbicide, but it's another to prove
its efficacy to rural farmers and encourage them to use it," says Michael
Njagi, who oversees WFP Kenya's work tackling witchweed. "That's where the
World Food Programme stepped in."
WFP's innovation team and the Farm to Market Alliance - a group working with
farmers that includes private sector partners - collaborated with Toothpick
to establish over 60 demonstration plots across western Kenya. The
initiative not only showcased the bioherbicide's effectiveness to farmers,
but also provided them with hands-on training in its application. Farmers
the alliance works with helped others like Wanjala access key inputs like
fertilizers, along with markets.
"When they see that you spend 2,000 shillings and your return on investment
is over 28,000 shillings, it's a no brainer," Njagi said.
One more shot
For many like Wanjala, the bioherbicide has been a life changer. Studies
show female farmers, who make up the majority of smallholder maize growers
in Kenya, are particularly vulnerable to the perils of agriculture. As those
responsible for their family's food security, they understand the full
impact of failed harvests from factors like extreme weather or deadly pests.
"It was a really hard time for me and my family," recalls the mother of two
of her losing battle against witchweed. "I had no food even for my kids. We
had to settle for having one meal a day."
Wanjala's children dropped out of school. She had to borrow money from
relatives to get by. Her marriage suffered. But this year things changed,
when she learned about the bioherbicide.
"We've met numerous farmers, some of whom were at the brink of giving up on
agriculture. Others had given up on farming," says Toothpick scientist Loise
Kioko. "We had to convince them to just give it one more shot."
Beyond its effectiveness, the Toothpick bioherbicide has another powerful
asset. Unlike its chemical counterparts, it offers a more sustainable and
environmentally friendly solution to treating weeds.
"Chemical herbicides pose a significant threat to our environment," says
Pauline Kiamba, a WFP land and water expert in Kenya. "They contaminate soil
and water, harm beneficial insects and vital pollinators, disrupt the
delicate balance of the soil microbiome and devastate biodiversity."
By next year and with WFP's support, Toothpick aims to introduce its
bioherbicide to 110,000 farmers like Wanjala across western Kenya - and
eventually expand across East Africa, starting with neighbouring Uganda.
Wanjala for one, is sold. She's seen her yields grow ninefold, to 270kg per
harvest, and her earnings have soared.
Thanks to her extra income, "my children have not been sent home for school
fees or anything else," Wanjala says, "and they can now study with no
interruptions like other children."
Wanjala's relationship with her husband has also improved. "We do not have
to stress each other about many issues," she says, "as we're both working to
build better lives."
The WFP Innovation Accelerator in Munich and the WFP Kenya Country Office
Innovation team are supporting the bioherbicide initiative for farmers in
Kenya.
