Americans Told to Leave India; Moderna Output Goal: Virus Update

The U.S. government told its citizens to <https://www.bloomberg.com/news/articles/2021-04-29/u-s-tells-citizens-to-leave-india-as-covid-19-swamps-hospitals> leave India, which reported a record number of daily infections and deaths Thursday. The country has confirmed 18.4 million Covid-19 cases in total and over 204,000 deaths.

New cases rose globally for a ninth week as a surge in India outweighed declines in most regions, according to the World Health Organization. U.S. President Joe Biden urged all Americans to get inoculated and touted his administration’s success in rolling out vaccines and fighting the pandemic, saying in his <https://www.bloomberg.com/news/articles/2021-04-28/biden-to-make-call-to-action-in-first-congressional-address> first address to Congress that it has been one of the “great logistical achievements” in history.

Moderna Inc. said it would <https://www.bloomberg.com/news/articles/2021-04-29/moderna-says-it-will-make-up-to-3-billion-vaccine-doses-in-2022> make as many as 3 billion vaccine doses next year as it expands investment in factories in the U.S. and Europe. Moves to restart travel are building in Europe, with Britain and France planning digital <https://www.bloomberg.com/news/articles/2021-04-28/u-k-follows-france-in-turning-health-app-into-vaccine-passport> vaccine passports. Deutsche Bank AG is considering one of the <https://www.bloomberg.com/news/articles/2021-04-28/deutsche-bank-sees-flexible-working-for-up-to-three-days-a-week> most flexible return-to-office policies among big international banks.

Denmark Cuts Growth Forecast
Denmark cut its economic growth <https://www.bloomberg.com/news/terminal/QSB7Q2DWRGG3> forecast for the second time in five months after a lockdown to fight the virus spread over the winter delayed the Nordic country’s recovery. The new outlook is for 2.1% growth, down from a previous estimate of 2.8%.

Bangladesh Offers Aid to India
Bangladesh offered to send India medicines and medical equipment, including vaccines and protective equipment, the Ministry of Foreign Affairs said in a press release.

Lufthansa Reins in Outlook
Deutsche Lufthansa AG said it expects to offer only <https://www.bloomberg.com/news/articles/2021-04-29/lufthansa-sees-delayed-rebound-as-virus-continues-to-grip-europe> 40% of its pre-pandemic capacity this year, reining in capacity plans as a rise in virus cases and slow rollout of vaccines in Europe dents its hopes for a summer travel rebound.

Moderna to Boost Capacity
Moderna Inc. said it would produce as many as 3 billion doses of its Covid-19 vaccine next year as it makes new investments to bolster output at several factories in the U.S. and Europe.

“We are almost doubling,” capacity for the next year, Chief Executive Officer Stephane Bancel said in an <https://www.bloomberg.com/news/articles/2021-04-29/moderna-says-it-will-make-up-to-3-billion-vaccine-doses-in-2022> interview.

The increased production from company-owned and partner factories is expected to ramp up in late 2021 and early 2022.

Thailand Cuts Growth Outlook
Thailand’s Finance Ministry lowered its 2021 GDP growth <https://www.bloomberg.com/news/articles/2021-04-29/thai-finance-ministry-cuts-2021-gdp-forecast-on-new-covid-wave> forecast to 2.3% from 2.8% estimated in January as Southeast Asia’s second-largest economy battles to contain a virus resurgence. An outlook on total tourist arrivals was cut to 2 million from 5 million.

Japan’s Plan for Doctors
Japanese vaccine minister Taro Kono said he plans to ask the Japan Medical Association to increase the number of <https://www.bloomberg.com/news/terminal/QSB30MDWLU6I> doctors who can administer vaccines, broadcaster NTV reported.

China Tweaks Airline Policy
China will let <https://www.bloomberg.com/news/terminal/QSAY21T0AFB8> airlines choose between halting flights to the country for two weeks or capping their passenger load factor at 40% if there are instances where five to nine passengers test positive for Covid-19. The policy is effective from Saturday and replaces one that required a two-week route suspension.

Lost Income for Women
The pandemic has had a greater <https://www.bloomberg.com/news/terminal/QSAUBGT1UM11> economic impact on women due to over-representation in industries hardest hit by the crisis, according to Oxfam International, which said women around the world lost at least $800 billion in income in 2020. That’s more than the combined gross domestic product of 98 countries.

“This conservative estimate doesn’t even include wages lost by the millions of women working in the informal economy — domestic workers, market vendors and garment workers — who have been sent home or whose hours and wages have been drastically cut,” Oxfam Executive Director Gabriela Bucher said.

U.S. Tells Citizens to Leave India
In a Level 4 travel advisory --- the highest issued by the Department of State -- the U.S. government <https://www.bloomberg.com/news/articles/2021-04-29/u-s-tells-citizens-to-leave-india-as-covid-19-swamps-hospitals> told its citizens to leave India as soon as possible and not travel there because of the escalating coronavirus crisis in the country.

India reported a record 379,257 new infections over the previous 24 hours and 3,645 deaths. Companies including Amazon.com Inc. and Alphabet Inc. are <https://www.bloomberg.com/news/articles/2021-04-28/blackstone-amazon-join-global-race-to-fight-india-covid-crisis> stepping in to help.

Biden’s Comments on Vaccine Fight
Joe Biden declared in his first <https://www.bloomberg.com/news/articles/2021-04-28/biden-to-make-call-to-action-in-first-congressional-address> speech to Congress that the U.S. has turned a corner on the pandemic. He also urged people to get vaccinated and hailed a rollout that has delivered more than 315 million shots.

“Our progress these past 100 days against one of the worst pandemics in history is one of the greatest logistical achievements our country has ever seen,” he said.

Japan Considers Emergency Vaccines
Japan will consider making vaccines and medical treatments that have yet to be domestically approved available for emergency use in order to reduce regulatory delays to vaccination as cases spike, the Nikkei <https://www.bloomberg.com/news/terminal/QSATCSDWRGG4> reported.

Vaccinated Nurse Tests Positive
A 46-year-old nurse in Singapore who was fully vaccinated earlier this year has tested positive for Covid-19, the Ministry of Health said. Tan Tock Seng Hospital locked down one of its wards and tested patients and staff who had been in it.

Four more cases have tested preliminarily positive -- a doctor and three patients. All staff who treated infected patients at Tan Tock Seng Hospital’s Ward 9D, as well as all visitors, patients and people working in the ward, will be placed on quarantine.

Singapore’s community cases have risen slightly in recent days, up to 13 this past week from 9 last week.

Texas Votes on Takeaway Alcohol
The Texas Senate passed a bill permanently allowing beer, wine, margaritas, and other <https://www.bloomberg.com/news/terminal/QSAQY9T0G1KW> mixed drinks to be included in pickup and food delivery orders, securing a revenue stream to the restaurant industry waylaid by the pandemic.

The legislation now heads to Gov. Greg Abbott’s desk following a 30-1 vote. Abbott signed a waiver in March 2020 allowing the sales as a boost to an industry that statewide generates $70 billion across more than 50,000 locations, according to the Texas Restaurant Association.

Restrictions Extended in Philippines
Philippine President Rodrigo Duterte <https://www.bloomberg.com/news/terminal/QSA1PFDWRGGB> extended lockdown restrictions in Metro Manila and the provinces of Bulacan, Cavite, Laguna, and Rizal to May 14. The proposal was backed by the health department and health workers, in contrast to mayors who wanted to ease some restrictions.

Duterte is seeking to avoid a repeat of the surge in virus cases in March, which overwhelmed hospitals and sparked outrage on social media.

Kenya Suspends Flights to India
Kenya is suspending <https://www.bloomberg.com/news/terminal/QSA26ST1UM0W> flights to India for 14 days “subject to review,” Health Secretary Mutahi Kagwe said in an emailed statement. The suspension will come into effect from midnight Saturday, though cargo flights will continue.

Singapore Residents May Avoid Quarantine
Singapore could consider letting vaccinated residents travel to countries where caseloads are low without having to be <https://www.bloomberg.com/news/terminal/QS9U5MT1UM14> quarantined when they return, the Straits Times reported, citing Transport Minister Ong Ye Kung. This is another avenue for travel that the city-state is exploring, Ong said, two days after Singapore and Hong Kong announced a travel bubble plan.

South Africa Calls for End to Vaccine Monopoly
Countries in Africa, Asia and Latin America must engage the international human rights movement to ensure equitable access to vaccines, particularly for poor countries, South African Finance Minister Tito Mboweni said.

“All of us should be committed to opposing what we refer to as ‘vaccine narrow nationalism’, the tendency by rich countries to want to accumulate the vaccines unto themselves and by so doing making vulnerable, poor countries to be unable to access the vaccine,” Mboweni said at a virtual event hosted by the South African Jewish Report newspaper.

Maryland Drops Outdoor Mask Requirement
Maryland is dropping most outdoor mask requirements effective immediately and loosening other restrictions. Masks will still be required at all large venues, such as stadiums and concerts and indoors at all private and public businesses, Kata D. Hall, a spokeswoman for Governor Larry Hogan, said on Twitter.

The U.K. government has secured an <https://www.bloomberg.com/news/articles/2021-04-28/u-k-secures-extra-60-million-pfizer-doses-for-booster-program> extra 60 million doses of the vaccine produced by Pfizer Inc. and BioNTech SE to form part of a booster program to protect the most vulnerable people against Covid-19 before winter.

Scientists at the Joint Committee on Vaccination and Immunization are deciding which groups of people should get the booster shot later this year, after they have been given their first two doses.

Teva Ends Search for Vaccine Partners
Teva Pharmaceutical Industries Ltd. has stopped searching for opportunities to produce vaccines for a developer partner, according to the generic drug giant’s chief executive officer, who said the vaccine makers have already secured needed manufacturing capacity.

Chief Executive Officer Kare Schultz said in February that Teva was in discussions with top-tier shot makers about helping with production and distribution. Those talks ended after the companies clinched other manufacturing agreements and determined they had sufficient capacity to meet targets, he said Wednesday.

N.Y. Lawmakers to Repeal Cuomo Covid Rules
New York’s legislature plans to repeal several of Governor Andrew Cuomo’s coronavirus-related executive orders, nearly two months after stripping him of pandemic-era emergency powers.

The Senate and Assembly on Wednesday will reverse a Cuomo directive that required customers to order food with alcohol in bars and restaurants, according to a Senate Majority news release.

Mauritius Donates Oxygen Devices to India
The Indian Ocean Island nation of Mauritius has donated 200 oxygen concentrators to India to help its medical staff treat patients suffering from the coronavirus, Prime Minister Pravind Kumar Jugnauth said on Twitter. Mauritius began its inoculation campaign in January using 100,000 Covishield vaccines it received from India’s government.

Vaccines Cut Hospital Use in Older Adults: CDC
Vaccines from Pfizer-BioNTech and Moderna reduced the risk of being hospitalized for Covid-19 among fully immunized older adults by 94%, and by 64% for those who received only one of the two-shot regimens, according to a Centers for Disease Control and Prevention report. The study evaluated 417 hospitalized patients who were 65 and older between January and late March, 130 of whom had received at least one dose of a coronavirus vaccine. The results were in line with clinical trial findings.

All participants are also required to take two virus tests before flying to Japan, according to a joint statement on the updated playbook released following a five-party meeting, including Tokyo 2020 and the International Olympic Committee.

U.K. Deploys Thousands of Ravers in Test
Thousands of people at a mass nightclub rave in the U.K. this week will be a key <https://www.bloomberg.com/news/articles/2021-04-28/u-k-deploys-thousands-of-ravers-to-test-relaxing-of-covid-rules> test of whether live events halted during the pandemic can reopen at full capacity as planned from the end of June. The two-day event in Liverpool, northwest England, is part of a national research program that so far appears to show people are happy to be tested to secure entry to large-scale events.

Switzerland is considering permitting large public events to be held again from July. The government unveiled a program that will shoulder some of the costs -- up to 5 million francs ($5.5 million) -- if an event gets canceled due to the pandemic.
