Arabia will reopen to tourists on Sunday
Saudi Arabia will reopen its borders to tourists on Sunday for the first time in 18 months after imposing restrictions at the start of the pandemic to curb the spread of the coronavirus. The historically closed-off kingdom introduced electronic visas for tourists in late 2019, just before the pandemic struck. Saudi Arabia is looking to rebrand itself as a unique tourist destination for nature lovers and curious travelers as a way to boost non-oil revenue and create more jobs. Citizens of 49 mostly European countries, as well as the U.S.and China among others, will be allowed to enter the kingdom under the new rules without quarantine if they provide a negative PCR test before travel and have vaccine certificates proving two doses of the Oxford/Astra Zeneca, Pfizer/BioNTech or Moderna vaccines, or a single dose of the vaccine produced by Johnson & Johnson.

COVID-19: Bombay HC asks Centre to approve BMC's plan to re-vaccinate victims of fake inoculation camps
The Bombay High Court on Friday directed the Union government to approve the proposed plan of action of the Brihanmumbai Municipal Corporation (BMC) to re-vaccinate those citizens, who had fallen victim to several fake anti-coronavirus vaccination camps in different parts of the city a few months ago. A bench of Chief Justice Dipankar Datta and Justice G S Kulkarni directed the Centre to approve the Mumbai civic body's plan of action, 'with or without modifications, within seven days' from now.
The directions came after senior counsel Anil Sakhre, who appeared for the BMC, told the HC that it had re-vaccinated 161 of the 2,053 people, who had fallen victim to such fake camps. Sakhre had told the high court earlier this month that the victims had been administered saline water instead of the anti-COVID-19 vaccine. 'Of the 391 cases at Hiranandani in Kandivali, 363 people were traced and 161 of them were vaccinated. We are in the process of getting the remaining of the total 2,053 victims re-registered on the CoWin portal so that they can be re-vaccinated correctly,' Sakhre told the court.
He submitted the civic body's plan of action that proposed, among other things, de-registering all such victims from the CoWin portal so that they can re-register on the portal afresh and get the correct vaccine administered. Sakhre said that the victims could not get re-registered without the Centre's approval. At this, Additional Solicitor General Anil Singh, who appeared for the Union government, told the high court that although de-registeration from the portal was not possible presently, the Centre will look into it.

Speaking to reporters before meeting Union Defence Minister Rajnath Singh, the Karnataka CM said he was here to meet the PM, the party chief and other Union ministers to thank and seek their blessings. On rising Covid cases in Karnataka, Bommai said he has spoken to district collectors of Dakshin Kannada, Chamarajanagar, Mysuru, and Kodagu in this regard.
'We have to tighten our borders. We have to make compulsory testing and vaccination,' he said. After the Delhi visit, Bommai said will hold a video conference with district collectors and health officials of Dakshin Kannada, Chamarajanagar, Mysuru, and Kodagu as well as Chikkamangaluru and Udupi.
R-value inching up in the country; Kerala, northeastern states top list
Coronavirus infections are showing an upward trend in the country again after a steady decline, raising concerns as more states roll back restrictions. India’s coronavirus R-factor, which indicates the speed at which the infection is spreading, is climbing steadily with Kerala and the northeastern states occupying top spots, according to an analysis by researchers at the Institute of Mathematical Sciences in Chennai.
The reproduction number, or the R-factor as it is known, is the ability of a disease to spread. R is the number of people that an infected person can spread the infection to. Among major cities, the R-values of Pune and Delhi are moving towards 1, PTI reported, citing the analysis. The national capital on July 29 recorded 51 fresh COVID-19 cases with a positivity rate of 0.08 percent. Active cases in Delhi stand at 554. Both the daily rise in cases and active infections have remained more or less the same.
When the number of active cases remains in the range of a few hundreds and the R-value is near 1, then an outbreak can be controlled easily, Sitabhra Sinha of the Institute of Mathematical Sciences, who is leading the team, said. When the second wave of the COVID-19 infection was at its peak, the country’s overall R-value was estimated to be 1.37 between March 9 and April 21. It declined to 1.18 between April 24 and May 1 and then to 1.1 between April 29 and May 7. Between May 9 and 11, the R-value was estimated to be around 0.98. It dropped to 0.82 between May 14 and May 30 and further to 0.78 from May 15 to June 26. The R-value, however, rose to 0.88 from June 20 to July 7 and then to 0.95 from July 3-22.
Over 51 lakh jabs administered in India on July 29
More than 51.83 lakh COVID-19 vaccine doses were administered in India on July 29, as per the Union Health Ministry's latest report. With that, the cumulative number of COVID-19 vaccine doses administered in the country crossed 45 crore. On the 195th day of the vaccination drive on July 29, 51,83,180 lakh beneficiaries received were given a dose of the vaccine, pushing total coverage to 45,60,33,754.
Madhya Pradesh, Gujarat, Rajasthan, Maharashtra and Uttar Pradesh have administered more than 1 crore doses of COVID-19 vaccine in the age group 18-44 years, the Health Ministry said. "Also, Andhra Pradesh, Assam, Chhattisgarh, Delhi, Haryana, Jharkhand, Kerala, Telangana, Himachal Pradesh, Odisha, Punjab, Uttarakhand and West Bengal have vaccinated more than 10 lakh beneficiaries of the age group 18-44 years for the first dose of COVID vaccine," it added.
US CDC internal report calls Delta variant as contagious as chickenpox
The delta variant is much more contagious, more likely to break through protections afforded by the vaccines and may cause more severe disease than all other known versions of the virus, according to an internal presentation circulated within the Centers for Disease Control and Prevention. Dr. Rochelle Walensky, the director of the agency, acknowledged Tuesday that vaccinated people with so-called breakthrough infections of the delta variant carry just as much virus in their nose and throat as unvaccinated people, and may spread it just as readily, if less often.
But the internal document lays out a broader and grimmer view of the variant. The delta variant is more transmissible than the viruses that cause MERS, SARS, Ebola, the common cold, the seasonal flu and smallpox, and it is as contagious as chickenpox, according to the document, a copy of which was obtained by The New York Times. The immediate next step for the agency is to “acknowledge the war has changed,” the document said. Its contents were first reported by The Washington Post on Thursday evening.
