Zimbabwe COVID19 Update

COVID-19 update: As at 05 March 2021, Zimbabwe had 36 248 confirmed cases, including 33 759 recoveries and 1 484 deaths.

U.S. Vaccine Hoarding Is Alienating the World

By insisting on inoculating all Americans before releasing doses for other countries, the Biden administration is undermining its claim to global leadership.

Those Americans who cheered President Joe Biden’s <https://www.washingtonpost.com/politics/2021/02/16/live-updates-biden-seeks-return-attention-combating-coronavirus-with-televised-town-hall/> announcement this week that the U.S. would have enough vaccines to inoculate every citizen by the end of July might want to note the cold silence with which the rest of the world greeted the news. Biden’s triumphalism was more than a little grating, considering that the U.S., alongside most other rich countries, has essentially chosen to corner the market on shots that are desperately needed elsewhere.

Just this Monday, the Mexican president <https://www.aljazeera.com/news/2021/3/1/lopez-obrador-to-virtually-meet-biden-ask-for-vaccine-loan> asked Biden to share some of the U.S. vaccine supply, promising to return the favor when Mexico, which has the world’s third-highest Covid-19 death toll, receives its contracted deliveries a few months from now. When asked if Biden would grant the request, the White House press secretary <https://www.wsj.com/articles/biden-isnt-considering-sharing-covid-19-vaccines-with-mexico-white-house-says-11614636262> replied with a flat no.

The world had hoped “America First” would end when Biden replaced former U.S. President Donald Trump. It hasn’t. Before considering sharing even a portion of its supply with the rest of the world, the U.S. intends to vaccinate every American who wants a jab. Biden’s White House did offer up <https://www.whitehouse.gov/briefing-room/statements-releases/2021/02/18/fact-sheet-president-biden-to-take-action-on-global-health-through-support-of-covax-and-calling-for-health-security-financing/> $4 billion through 2022 for the COVAX fund, which buys vaccines for poorer countries. But that money won’t help much right now if there are no shots available on the market.

Delhi HC directs 3,499 undertrial prisoners to surrender, no extension of interim bails

The Delhi High Court has directed 3,499 undertrial prisoners, who were granted interim bails to de-congest jails here amid the COVID-19 pandemic, to surrender on expiry of their period. The decision of the court was based on the recommendation of the high powered committee (HPC) constituted on the direction of the Supreme Court to decongest jails to prevent the spread of COVID-19.

A bench of justices Siddharth Mridul and Talwant Singh said it was "not inclined" to further extend the period of interim bail granted to these undertrial prisoners (UTP) under various criteria laid down by the HPC in its several meetings. "It is therefore directed that all the 3,499 UTPs granted interim bails under the various criteria laid down by the HPC, who have not obtained regular bails from their court concerned, or any other superior court to its court concerned, shall surrender before the jail superintendent (S) upon the expiry of the period of their interim bail commencing from March 7," the bench said in its order passed on March 3 and made available on Saturday.

It added that as the 3,499 UTPs were admitted to interim bails on different dates, so the period of their interim bails will expire with efflux of time on different dates and there was no requirement to fix any specific date for their surrender. The high court while refusing to extend the interim bails considered the observations and recommendations made by the committee, the improved situation of COVID-19 in Delhi-NCR and the resolution passed by the HPC on February 17 of not recommending further extension of interim bails to 3,499 UTPs.

It also took into consideration the March 1 directions of the Supreme Court whereby 2,318 prisoners granted interim bails by trial courts and 356 prisoners granted bail by the high court have been asked to surrender within 15 days. The high court, which disposed of the petition relating to extension of interim bails, made it clear that all these UTPs may invoke the jurisdiction of the court concerned for grant of regular bail and the courts shall consider it on merits. It also directed the director general (prisons) to ensure that this order is conveyed to all the 3,499 UTPs by telephone and all other available modes.

Multilayer masks most effective at preventing aerosol generation, says IISc study

Multilayer masks are most effective at preventing aerosol generation, says a new study conducted by a team led by researchers at Bengaluru-based Indian Institute of Science (IISc). The study was carried out in collaboration with scientists in UC San Diego and University of Toronto Engineering. According to IISc, when a person coughs, large droplets (>200 microns) hit the inner surface of a mask at a high speed, penetrate the mask fabric and break up or "atomise" into smaller droplets, which have a greater chance of aerosolisation and thereby carrying viruses like SARS-CoV-2 with them. Using a high-speed camera, the team closely tracked individual cough-like droplets impinging on single, double and multi-layered masks, and noted the size distribution of the "daughter" droplets generated after penetration through the mask fabric, an IISc statement said on Saturday.
